ABSTRACT

The dictatorial use of the democratic machinery was first developed in the war. Propaganda ministries wielded emergency powers to impart orthodox information, ideas and feelings and to stamp out other views. Modem dictatorships are well aware of the use of war methods in their home policy. The material, however, having been originally issued with a view to propaganda, is unsystematic and, therefore, most unhelpful to a student seeking serious information on any particular subject. An official publication of 1933, quoted by the authors, refers to the debate in the following terms: The Five-Year Plan was born in the midst of a fierce class struggle around the question of the main road [or] means of socialist construction. The simple and well-known truth emerges that the U.S.S.R. is ruled by the Communist Party, under the orders of the Politbureau which is dominated by the unassailable power of Stalin.
