ABSTRACT
In evaluating the performance of the military in Southeast Asia’s governments let us focus on the notion of development. “Development” as used in contemporary writing on the politics of new nations has definite value connotations. It is implicitly regarded as a process that ought to be encouraged by domestic and international political leaders, and conveys the intent that all nations ought eventually to become developed as are the pros perous Western democracies.
