ABSTRACT

The chapter builds on a case study of an evaluation of the International Planned Parenthood Federation (IPPF). This is an international Civil Society Organization that brings together national organizations into a federation and organizes capacity building activities and funding for member organizations. The chapter works as a global advocacy agency for sexual and reproductive health and rights. Poverty was the central issue of the evaluation. Other evaluation questions, such as the relevance, effectiveness, and impact, should all be assessed in relation to poverty. The link between sexual and reproductive health rights (SRHR) and poverty reduction is widely acknowledged in international research and political documents. The evaluation was designed as a comparative case study, where the IPPF member organizations in Bangladesh, Ethiopia, and Uganda each make up a case. The evaluation report contains three country studies that provide backgrounds of the poverty situations and SRHR needs in each of the countries visited.
