ABSTRACT

Gabriel Roth, a research fellow at The Independent Institute, worked as a transportation economist for the World Bank for twenty years. He has authored studies for the governments of New Zealand and Sri Lanka, the U.S. Agency for International Development, the Inter-American Development Bank, and other organizations. His earlier books include Parking Space for Cars: Assessing the Demand, Paying for Parking, A Self-Financing Road System, Paying for Roads: The Economics of Traffic Congestion, The Private Provision of Public Services in Developing Countries, and Roads in a Market Economy.
