ABSTRACT

The Pentagon tracked the growth of Soviet military power and the emergence of increasingly significant weapons and elaborate command and control systems. One reason to be suspicious that the Farewell documents fully represented the Soviet technology acquisition program is that certain key technologies did not appear in the Farewell reports—for example, the acquisition of equipment and technology for strategic nuclear submarines. Direktorat T was the Soviet directorate for scientific and technical intelligence collection. It was part of the KGB, Russia's intelligence service. The CIA took aim at critical technology that was being lost as Russian spies looted American and European defense and industrial firms. Khrushchev's military idea was for the Soviet Union to rely on missiles for defense and to otherwise reduce expenditures on conventional weapons and military forces, redirecting funds to the lagging Russian economy. The country embarked on a military buildup of unprecedented proportions.
