ABSTRACT

Neo-isolationism and neo-imperialism are normative positions, prescribing how the US ought to proceed in the years ahead. In the US there is increasing use of the military to deal with nonmilitary problems, a change from its traditional role. Security exists only when the conditions of a good life are present and sustainable. Nonviolence can be thought of exclusively in practical terms, as simply another instrument of power for the attainment of social and political ends, or as a moral or spiritual philosophy. Principled nonviolence, on the other hand, though often viewed as a practical alternative to violence, and as requiring training and discipline, is taken to have a moral and/or spiritual foundation, usually requiring something of a transformation of its adherents. There is an unprecedented opportunity for the US, now that it is finally free of the Soviet threat, actively to promote the creation of institutions and mechanisms for nonviolent conflict resolution throughout the world.
