ABSTRACT

This chapter proposes some initial, practical steps toward the global management by the United Nations of critical natural resources. It describes the broad contours of an umbrella supranational authority composed of four arms to manage different types of global natural resources. The chapter also proposes the creation of a High Authority for Oil and Gas based on the experience of the European Coal and Steel Community as a first step towards the creation of the umbrella supra-national authority. It discusses the problems caused by the current system of oil and gas production and distribution. The chapter examines the European Coal and Steel Community as Jean Monnet originally envisioned it and as it evolved in practice as a possible model for solving our present-day problems with oil and gas production and distribution. It suggests that countries create an international High Authority for oil and gas modeled on the original European Coal and Steel High Authority proposed by Jean Monnet.
