Mass murder is the one subject in contemporary society that should elicit universal concern, for who among us is free of the fear of an arbitrary, anonymous death? In addition, gruesome as it is, the organizational and technologic capacity of governments to mount genocidal campaigns is perhaps the most important political innovation of modern times.
