ABSTRACT

This chapter describes many of the important considerations and decisions the analyst must make during the course of a survey to ensure a useful product. The chapter addresses two basic questions about survey sampling: whether or not to undertake a survey, and if so, what kind. It describes the processes of sample and questionnaire design. The chapter provides Both guidelines for sample selection and a model questionnaire. The reader is then shown the benefits of survey efficiency, how to calculate survey costs, and a simple method of determining sample size. It also provides examples of required sample size for various levels of survey accuracy. The chapter includes the necessary coding, keypunching, and programming requirements, and the more basic data presentation formats. The design of questionnaires for fiscal impact analyses is generally relatively inexpensive because so many earlier surveys have been done that questions can follow standard formats.
