ABSTRACT

Fiscal impact analyses are often time consuming. After completing an initial analysis the planner typically is faced with repeating the entire process should he desire to calculate either variations of a specific proposal or alternative growth strategies. This chapter describes various computer models for fiscal impact analysis and briefly explains how they work, the data they require, how they deal with issues such as inflation, interim projections, intergovernmental revenues, etc. and finally, where the user may turn to find out more about them. The Alachua County Econometric Model (ACEM) was developed by Professors Henry Fishkind, Jerome Milliman and Richard Ellson of the University of Florida's Bureau of Economic and Business Research and Department of Economics, under contract to the Gainesville-Alachua County Regional Utilities Board. Community Development Model (CDM) was developed by the Urban Studies Center at the University of Louisville in 1974 for the Louisville and Jefferson County (Kentucky) Planning Commission.
