ABSTRACT

Programs to promote housing integration arouse philosophical debate and encounter political, as well as situational, obstacles to their implementation. The deeply rooted existence of racially segregated housing caused by discrimination creates a formidable challenge to the aspirations of integration programs. The philosophical debate, centering on the relationship between integration and the intent of the federal fair housing law, is discussed below. The political fragmen­ tation among municipalities leads to disjointed integration efforts and permits segregated enclaves to persist. The discussion of several integration programs in this chapter illustrates this point.
