ABSTRACT

The future of unionism will be decided within the enterprise. It is there that the basic function of the union lies. It is there that the solutions lie. But it is also within the enterprise that unionism faces its most difficult problem: that of the "split allegiance". Management and union will do the same unless they can solve the problem so that neither has to abandon its claim to the allegiance of the members. Society cannot stand the "split allegiance", the enterprise cannot stand it, the union cannot stand it. The jurisdictional strike and the secondary boycott both require legislative treatment and will yield to it. Union control of its members must be made subject to judicial review, which can only be done through law. Indeed they lie outside the sphere of the national government. The basic insecurity of union would then disappear or at least become a subordinate rather than, as at present, the compelling motivation of union action.
