The continuing growth of the labor force was a potentially troublesome problem. It had been accelerating since the mid-1950s, but had not been accompanied by a comparable increase in the national demand for labor. The positive elements of the Lleras developmental thrust then did not rest on solid foundation stones, and the broad task for Misael Pastrana was that of achieving further systemic consolidation. The Pastrana government was determined to bring the guerrilla movements to heel. Late in April of 1972 the ninth rector in three years at Bogota's Universidad Nacional resigned to protest government intervention. Lopez described the role of the government in concertacion as seeking the views of all social and economic sectors in the formulation of policy. Lopez termed the campaign a civic contest that would produce a government dependent upon all parties and citizens.
