ABSTRACT

Reapportioning and redistricting the General Assembly seats had twice been skipped for whole decades-1931 to 1941 and 1951 to 1961and the legislation adopted in 1941 had made only minimal changes in the state Senate. T o understand the course of events since 1950, it is necessary to look at North Carolina's peculiar brand of sectionalism and to appraise the present status of urban-rural relations in a state some 60 per cent rural.
