ABSTRACT
In March 1962, the United States Supreme Court made the unprecedented decision that a U.S. District Court had jurisdiction in a suit brought by urban taxpayers to challenge the apportionment of a state legislature. This paper is an account of the developments in Tennessee that led to a decision which is expected to have nation-wide consequences.
