ABSTRACT

The Youth Board is the city's major agency for anti-delinquency planning and the coordination of services, but for various reasons it has usually understood the function of coordination in an extremely limited sense. An effective system for the prevention of delinquency should be available to all children and will be no less valuable for those who have no delinquency taint than for those who have. The mechanisms for coordinating delinquency services vary greatly from state to state. In most states, however, there remains a considerable need for the more effective integration of state, regional, and municipal service. The federal government has been greatly expanding its services to this end, especially since the establishment in 1961 of the President's Committee on Juvenile Delinquency and Youth Crime. In the same year, Congress passed its Juvenile Delinquency and Youth Offenses Control Act.
