ABSTRACT

This chapter shows a piece of evidence, and considers it as the one measure. It focuses from long-term change to the current scene. A shift from long-run social factors to current political standing brings up the problem of what calls for emphasis and what does not. The evidence on current standing seems to suggest that among Soviet politicians a definite short-run trend does exist, and that this trend favors "fresh blood" that knows quite a bit about running the economy. The chapter looks at the relationship between age an central committee membership, and when executives first got a high-ranking job, a vivid contrast appears between the younger men and the older ones. These younger dual executives, technicians, and hybrid executives are more likely to become central committee members than are men in any other category.
