ABSTRACT
The public interest is best served, according to this criterion, when each unit of investment or "input" of any type brings in an optimum return or "output." The dictionary recognizes both good and bad implications of the term policy. Thus it may mean "political sagacity" or "statecraft" or "diplomacy," but also "political cunning." A burgeoning upsurge of resentment proliferated a wide variety of forms of protest. One took the conventional form of protest by way of lobbying, strikes, appeals to public opinion, political pressure, and court action. Young women were protesting that in the same way, discrimination against women — oppression was the term they frequently used — was also built in to all our institutions. Movement Women were giving formal expression to their objection to, dissent from, or disapproval of this nonlegal, even unconstitutional, form of discrimination.
