ABSTRACT

Zulfiqar Ali Bhutto was the founder of Pakistan's nuclear plans and due to his administrative and aggressive leadership to lead the nuclear deterrence programme, he is known as the "Father of Nuclear deterrence programme". Before the 1970s, a nuclear programme had long been established under the government of Suhrawardy, but was completely peaceful and devoted to civil power. The Karachi Nuclear Power Plant (KANUPP-I) was inaugurated by Bhutto during his role as President of Pakistan at the end of 1972. In contrast with Pakistan, whose Islamic bomb is directed toward its archrival in the Indian subcontinent, Iran's nuclear program has been primarily targeting its hegemony in the Persian Gulf, while using the anti-Zionist pretext to enlist Arab and Muslim support for its nuclearization project. Both Israel and the Gulf states want to block an Iranian nuclear breakthrough through sanctions by Congress, despite White House objections.
