ABSTRACT

This chapter provides a systematic approach to the Corrective Action Plan (CAP). The steps followed are planning, sampling, data evaluation and integration, and selection of a remedial technology. The chapter draws the material together and focuses on preparation of the CAP. Notification of appropriate regulatory agencies is the initial step in a usually long, hopefully amicable, relationship with local health or environmental department. Protection of public health and safety has been incorporated into the requirement by regulatory agencies for a risk evaluation as part of the corrective action plan. The following steps are normally included in the risk analysis: hazard identification, dose/response assessment; exposure assessment; risk characterization; and risk management. For petroleum contaminated sites, hazard identification will always include determination of concentrations of aromatic constituents, benzene, toluene, ethylbenzene, and xylenes — the BTEX analytes. Risk management considers potential risks, remediation feasibility, costs and regulatory guidelines to select the most appropriate residual contaminant levels.
