ABSTRACT
This chapter sheds light on the transformation of Turkey’s diaspora governance since the 1960s. Its policy towards its citizens living abroad has evolved throughout time, following global trends as well as the ideologies and visions of governing parties. One can observe a growing interest in diaspora governance decade by decade; however, a substantial diasporic turn happened under the AKP when it created the Presidency for Turks Abroad and Related Communities. Old institutions have been restructured and new institutions have been created in order to generate a coherent diaspora engagement policy that is institutionalised in nature and assertive with its future visions and strategies, formulated by experts rather than grassroots migrant organisations.
