ABSTRACT

This chapter suggests that a better understanding of neglected mechanisms such as Red Notices can shed light on international criminal law as a discipline that is deeply embedded in transnational policing practices. It focuses on the emergence of the technology within the operation of Interpol as a unique form of transnational police cooperation. The chapter presents a more critical perspective on the implications of the rise of Red Notices as a preferred mode of law enforcement. It highlights the centrality of Red Notices within that institutional context and exposes their basic operation. An institutional commitment to political independence has not meant that Interpol has avoided being swept into the political realm. Interpol provides the infrastructure for international police cooperation, offering a global communication system, compiling databases and distributing wanted notifications. In many ways, the Red Notice system is the 'jewel in the crown' of transnational police cooperation governed by Interpol.
