ABSTRACT

Summary: By the twenty-first century scientifically managed education resulted in extensive use of standardized tests, standardized curricula, teacher’s merit pay based on student test scores, and extensive data collection by government. This is due to emergence of professionally trained school administrators, university-based educational researchers, and standardized tests. This chapter will focus on: Meritocracy and the schools’ role in providing equality of opportunity; Reducing public control of schools; Professionalization of education administrators; Development of standardized testing, particularly intelligence testing; Immigration based on test scores; Development of special education classes; Eugenics: Increasing the intelligence of population; University as source of new scientific managers.
