ABSTRACT

This chapter analyzes the impact of the International Criminal Tribunal for the former Yugoslavia (ICTY) decisions on the construction of memory politics in Croatia. Using discourse and frame analysis, I follow the changes in representations of the Homeland War at local commemorations in Vukovar and Knin in the period before, during and after two selected international court cases: Vukovar hospital and Gotovina et al., before the ICTY. Commemoration of the fall of Vukovar and that of military Operation Storm are two of the key episodes of the Croatian narrative of the Homeland War, outlining two main symbols of the 1990s war – defeat and victory. Hence, this research deals with cases in which Croatian nationals were indictees and victims and studies perceptions of guilt, truth and responsibility in depth.
