ABSTRACT
As the issue of climate change began to develop from a purely scientific matter into a political issue during the late 1980s, countries began assessing their interests, objectives and concerns, and the steps that should be taken to develop an international response. This chapter summarizes the main national positions and groupings, and the international legal developments, that together serve to provide the political and legal foundations of the Kyoto Protocol.
