ABSTRACT

The chapter looks at how the International Committee of the Red Cross (ICRC) supports authorities in war-torn and violence-affected cities to maintain access to essential services such as safe water, safe health facilities, and safe schools. It draws on the ICRC’s operational experience in armed conflict in the Middle East, Africa, and Asia, as well as the organization’s work in settings of urban violence in Latin America. The chapter examines the dynamics of danger and risk for vulnerable populations in different urban areas, and illustrates how the ICRC and its partners in local authorities and national Red Cross and Red Crescent Societies work to limit these risks and maintain essential services.
