ABSTRACT

The land and the buildings, and even runways, generally have greater value and greater returns when used for civilian developments. Many communities possess assets in their midst that can be used to enhance the economic output of their region. The non-payroll expenditures approached 40 million dollars and, when the impacts of indirect spending and tertiary spending in the local economy are added, the total spending in the region amounted to more than 356 million dollars. Military installations can comprise significant proportions of a local economic base – often, the dominant portion – both in terms of local gross product as well as overall employment. The presence of one or more institutions of higher education has long been acknowledged by economic development practitioners as a valued community and business asset. Every statement that follows is intended to include community colleges as part of the term, "institution.".
