ABSTRACT

Agile Program and project management is studied for the application of managing agile software projects. This chapter examines the emerging field of agile program management as it applies to Aerospace programs. Agile program management is appropriate for programs and projects where the level of uncertainty is high which is often seen in high technology projects that are based primarily on new, not entirely existent, technologies. The main focus of every project, big budget or low cost, should be based on the several main concepts from the Agile Manifesto. The Skunk Works rules of operation got their start on the Lockheed XP-80 project in 1943 when engineer, Clarence 'Kelly' Johnson got the approval to create an experimental engineering department to begin work on the secret Shooting Star jet fighter. Rolling wave planning is a method of managing in the presence of future uncertainty due to risk by using short work periods and progressively adding more details in the next work period.
