ABSTRACT

This chapter reveals the main organisational practices related with the plan in Romanian communist enterprises. This is focused mainly on the relation between the enterprises and the planning structures. This part of the book is based mostly on archival documents, and on additional information collected through interviews and discussions. The vicious circle of the planned economy is described based on the main practices empirically identified: continuous plan negotiations, poor planning, constant loss accumulation and salaries as the most important objective of enterprises’ planners. These practices are compared with those identified by Berliner in the Soviet enterprise.
