ABSTRACT

This chapter is focused on the personnel aspects, on the evolution of the working-class structure, on the processes of selection and promotion of managers and specialists, and on the relations between these processes and the Party’s strategies, directives and plans. The crucial roles played by Serviciul plan and Serviciul de cadre are revealed based on consistent empirical evidences. The plan negotiation ritual, the main actors involved in this ritual, and the effect on the overall economic performances are described here. Serviciul de cadre gate-keeper role in Romanian planned economy along the entire communist regime is also described.
