ABSTRACT

As the world changes the criminal justice system needs to be altered to meet those societal needs and some kind of criminal justice reform introduced to keep abreast of these changes (Kuhn, 1996). There are many instances in which the reforms or initiatives taken by the criminal justice system fail to accomplish what they were intended for. Some see this failure in criminal justice reform as a result of not having an effective evaluation system in place and low levels of accountability (Middendorf, 2013). Often there is a change in policy, new programs are introduced, training is provided, but the same evaluation system is used. Stronge and Tucker (2003) believed that a conceptually sound and a properly implemented evaluation system are vital components for reform efforts (Figure 3.1).
