ABSTRACT
This is the first of five chapters that provide a recipe for writing a strategic proposal. This chapter reviews the process of moving from conceptualization of a project to describing it in the terms required by the standard RFP (statement of problem, conceptual framework and significance, methodology, timeline, dissemination plan, etc.). Agency Requests for Proposals (RFPs) are analyzed in detail, and strategic proposal writing strategies are provided.
