ABSTRACT

The state is a territorial political organization based on a society. The existence of the state is associated with a particular territory, inhabited by a certain people, and a set of political institutions that are responsible for organizing and upholding the social order in that territory. The state is a politically organized society; it is a political community of people organized under a particular regime. When carrying out its functions properly, the state creates a social environment in which culture develops and people-its citizens-can live a good life. The condition of the state depends not only on material factors but also, and primarily, on the moral strength of society. The state is the political organization of a society, and the nation, its cultural unity. When it is properly organized, the state serves the whole society. As the bearer of culture and civilization, the good state, serving society and making possible the self-realization of its citizens, is an actualization of freedom.
