ABSTRACT

This chapter proposes a plan which in the light of the availability of manpower, or the lack thereof, will reflect the reality of the present situation. A better and more efficient utilization of the existing manpower situation in Kuwait will be proposed, one which can be achieved mainly through the restructuring of the existing system of employment. As the young, newly graduated Kuwaitis come to work in the civil service, they want to replace the old Kuwaitis who are less educated though more experienced. While the educational system is seen by many Kuwaitis as one of the avenues of social and economic mobility, the motivation to finish school is higher among well-to-do families. The chapter argues for an increase and better use of existing manpower through the reform of public-sector employment policy and to educational and vocational policy, the increase of women's participation, and reform of the Nationality Law.
