ABSTRACT
Development of 2009 demonstrated institutional (and political) stability of Russia although economy contracted substantially and unemployment grew up. Russian government was able to defend people and enterprises from crises but at the same time it stalled ‘creative destruction’ and did not stimulate modernization.
