ABSTRACT
Chapter 6 synthesises insights and findings from the two case studies highlighting themes such as the comparable historical context to maritime piracy in both regions and how neglect of ‘micro-maritime’ security threats can lead to an escalated threat. In addition, the utility and role of theory in understanding a phenomenon as diverse as piracy is explored followed by a substantive comparative analysis of counter-piracy initiatives in Southeast Asia and Northeast Africa at the strategic/policy level, the operational level and the tactical level. This is followed by a brief overview of the fluctuations and responses to piracy in other maritime spaces, such as the Gulf of Guinea, to provide a deeper understanding of how and why piracy manifests itself differently in different parts of the world.
