A centralized view of dayizhi (and heritage) prevailed in the autonomous region, more "centralized" than in other case studies. The master plan is focused, with no changes between the 11th and 12th Five Year Plans. The major issues here are similar to Luoyang, with a huge relocation effort; the construction of park infrastructure facilities; and interpretation characterized with a simplistic narrative. What is interesting in Niuheliang is the contradiction between the situation and the solution. Here, early ideas about dayizhi policy emerged, along with one of the first master plans for conservation and tourism. In Nanyuewang, despite the huge costs of the project, the local government was rich enough to cover it without the need for "creative financing". For instance, in abstract terms one could wonder whether in the case of Yanxiadu a more straight forward approach – like the "reserve" in Hemudu – would have been more consistent with the situation.
