ABSTRACT

The effectiveness of educational qualifications should be reflected in the ability of educational staff to utilize their qualifications to develop their career. However, most employees with high levels of qualifications have not obtained corresponding career development in the organizational structures of universities in Indonesia. This study investigates the effectiveness of educational qualifications in developing the careers of education staff. A qualitative method was used and respondents from one public university in Bandung were involved in the study. The results showed that the organizational structure in the University had largely fulfilled the needs analysis (78.9%), and employee career development and placement was generally based on the educational qualifications of the employees (84.2%). To accommodate the needs of the University, placements were suited to the qualifications and background disciplines of the employees. Career development was determined by qualifications, experience, and the selection and simulation process used in relation to promotion. In addition, job performance and competence were also determining factors in career development. However, a true merit system could not be implemented in the University as the recruitment process was controlled by the limited availability of suitable candidates, and not based on needs analysis as required by formal regulation.
