The rapid development of the national economy leads to a greater demand for commodities — especially for certain raw materials, semi-processed materials, fuel, and equipment on various fronts. After the founding of the People's Republic of China, during the period of the First Five-Year Plan, Chairman Mao pointed out further: "To economize is one of the basic principles of socialist economics. To cope with this situation, peopel must continue to carry out conscientiously Chairman Mao's revolutionary line and policies, putting politics in command, engaging in all-around planning, rousing the masses, increasing production, and practicing economy. The practice of extravagance and waste also seriously corrupted our revolutionary ranks, and caused some who lacked firmness in their revolutionary will to forget the glorious tradition of diligence, frugality, and economy and to discard the revolutionary style of hard struggle. The great leader Chairman Mao has consistently taught the need for carrying out the policy of economy.
