ABSTRACT
The new situation creates new demands on the work of statistical planning. In some departments and factories, after the revisionist view "Statistics is all powerful" has been criticized, there emerges another, "Statistics is useless." One view holds "Statistics is all number games. Statistics is an essential tool for inspecting results of plan implementations, for every department, every region and productive unit must earnestly arrange and organize production according to state plans; they must try in every way they can think of to ensure the overall fulfillment of national economic plans. Another view regarding "statistics as useless" is: "Production can be managed even without statistics. Among the statistical items, quite a few were useful for later historical analysis. Thus, both the immediate and future needs were taken care of. Specialized statistical workers realized that accurate statistics were necessary for doing a good job in socialist construction and established the idea of doing a good job in statistical work for revolution.
