ABSTRACT

The economic supports of the state and the all-people's ownership system have direct effects on the accumulation and consumption of rural communes. For instance, through such patterns as farm loans, the supply of means of production for agriculture at low prices, and the undertaking of larger capital constructions on the part of the state, massive support has been given to rural communes. The relationship between accumulation and consumption in the rural communes is bound to reflect directly the two-way struggle between socialism and capitalism, as well as the relationship between the socialist all-people's ownership system and the socialist collective ownership system and the remnants of private economies. Consequently, in handling the relationship between accumulation and consumption in rural communes, it is necessary to pay attention to strengthening socialist education among the peasants, continuously solidifying and developing the collective economy, and striking at and preventing the spontaneous tendency toward capitalism.
