ABSTRACT

This chapter explores the enactment of US nuclear subjectivity via the great power narratives that constituted US-India nuclear relations between 1947 and 1992. First, US-India nuclear engagement from the period of 1947–1964 is evaluated. This was a period of nuclear cooperation between the two nations through implementation of the Colombo Plan for a nuclear research reactor and reprocessing plant. This section evaluates how cooperation was achieved and sustained. Second, the period 1965–1980 is taken into consideration. This period was detrimental to US-India nuclear engagement for it was marked by nuclear discord mainly due to the NPT. Third, the continuation of this discord from 1981 to 1992 is evaluated. In combination with Chapter 2, this chapter sets a context for narrative and counter-narrative frames which provided a framework of shared meaning and contextual history to the post-Cold War US administrations.
