ABSTRACT

The UN has become an organization where the decision-makers were different from the contributors and lacks unity of purpose and efforts. The military tool (the MSC and Article 43) that was originally the center of the machinery has become incidental. This feature has been reinforced by the nature of the peacekeeping operations created by the Council since 1956. The Military Staff Committee (MSC) has the potential of becoming a useful tool that should be better heard and that could help increase the overall efficiency of peacekeeping operations. It is clearly an under-utilized mechanism within the UN system. Today, the way the MSC works is an intermediate solution, acceptable to both the permanent members and the other members of the Council, waiting for a reform of the Security Council that would open discussions for an expanded MSC.
