ABSTRACT

At the end of the Cold War, many theorists thought that war would end. Francis Fukuyama predicted "The End of History" and an end to war, when the Soviet Union dissolved and the US and democratic world "won" the Cold War. Once a superpower, today Russia under President Vladimir Putin is using military, political, and economic power, combined with a new Russian nationalism, to try to achieve Putin's vision for a new Russian Empire. His actions in the past few years have led to growing concerns in Europe, divisions within North Atlantic Treaty Organization (NATO) and the European Union, and worry over Russian intentions with respect to the Baltic states, Eastern Europe, and Ukraine. Organized groups of state-sponsored actors use violence to attain political goals. The technologies will evolve and introduce new methods of warfare, but war will remain.
