ABSTRACT

After its initial period of consolidation, the EEAS underwent a significant leadership change with the appointment of a new High Representative, Federica Mogherini. This chapter discusses the impact of the new leadership on the organisation of the EEAS and its functioning. The Mogherini tenure has seen a stronger orientation towards the European Commission. On the basis of a bureaucratic-institutionalist approach, the chapter develops two trajectories of further consolidation that the EEAS may take. It discusses what impact political developments inside the EU like the role of the President of the European Council have on the organisation’s continued consolidation.
