ABSTRACT

Movladi Udugov was the ChRI press secretary. In 1999, he created Kavkaz Center and several other Russian-language websites. Shortly thereafter, at the outbreak of war, he left Chechnya for Turkey but retained control of the web sites. Udugov has since remained an ardent promoter of jihadism. Originally based in Chechnya, the websites moved when the ChRI lost control of its capital, Grozny. The websites first relocated to Estonia, then Lithuania, Finland, and from 2004, Sweden. By then, the Kavkaz Center website was devoted to global jihad. This chapter describes the outreach and impact of the online presence, as well as the online activities and social media as enablers and drivers.
