ABSTRACT

New rules for the financing of construction work have recently been adopted. Their fundamental significance lies in the fact that they bring the economic relations in construction into line with the new conditions and tasks in the development of the branch of material production. The volume of contract operations has almost trebled, while the use of prefabricated units has doubled in industrial construction and has more than trebled in housing construction. The entire machinery of financing, crediting and settling accounts envisaged by the new rules is such as to promote, at all construction stages, the most efficient use of investments, the concentration of resources on projects and construction sites nearing completion. The perfection of plan indicators should be used by the bank's institutions to strengthen their control over the concentration of funds and to prevent their dispersion. An equally interesting experiment is also being conducted in some construction organizations of Moscow's Main Administration for Construction.
