ABSTRACT

Capital construction is the increase in or replacement of fixed assets, or simply the expanded reproduction of fixed assets. Fixed assets are the material and technical basis for production, Since social production is based on expanded reproduction, there must be expanded reproduction of fixed assets, that is, there must be capital construction. The scope of the capital construction plan in 1957 includes the fourteen activities of industry, agriculture, forestry, water conservancy, meteorology, transport, education, sanitation, culture, broadcasting, athletics, urban public utilities, construction, and labor reform that are under the jurisdiction of either the ministries or directly subordinate agencies of the State Council or of the people's councils of each province, autonomous region, and municipality and their subordinate special districts, hsien and lower levels. The growth percentage of the amount of investment is obtained by comparing the amount of investment in the plan period with the expected amount of investment in the base period.
