ABSTRACT

The labor and wage plan is an organic component of the whole national economic plan. It is closely related to other parts of the national economy. It rationally distributes the labor force according to the development needs of production and business in each sector of the national economy in order to guarantee the fulfillment and overfulfillment of the plan for production and business. In principle, the labor plan should include the whole of social labor. However, in practice, we must still adopt different methods and requirements according to the characteristics and conditions of each economic sector and each economic type. The term staff and workers refers to laborers who do not own producer goods and whose major source of income is wages. The staff and workers plan reflects the level of employment, the size of the rank and file working class, and their distribution among all the sectors of the national economy.
