ABSTRACT

The cultural, educational, and health services plan is part of the national economic plan. It is a plan that reflects the increase in people's cultural standard of living. Its basic tasks are determined by the present political and economic tasks of the state. The middle and primary education plan is determined with reference to the policy regarding the development of middle and primary school education, the people's need with respect to cultural standards of living, the rate of increase of people's economic standard of living, the rates of growth and proportional relations among schools at each level, state financial resources, and the supply of teachers. The worker-peasant spare-time cultural and educational services plan includes literacy classes and middle and primary spare time cultural studies. All the spare-time cultural studies established for cadres, staff and workers, peasants, and urban people in government agencies and organizations, plants, mines, urban neighborhoods, and rural areas should also be included.
